The South Africa Department of Home Affairs (DHA) required support in its strategic future of the Advance Passenger Processing (APP) system that was unveiled before the 2010 World Cup. In particular the DHA was focused on the continued success of APP and the potential for expanding APP to cover other transport sectors (e.g. maritime).
Aaron Beeson was contracted through SITA (the APP service provider) to be the DHA consultant from September 2010 to April 2011. His role was to provide subject matter expertise on transport issues, border management solutions and international best practices to assist the DHA, and its partner border management agencies (e.g. Transport) advance the iBorders Programme. Throughout the project, Aaron worked at the DHA office in Pretoria, South Africa.
The DHA decided not to pursue expanding the APP program to the Maritime sector after evaluating the costs and benefits. In addition to the initial scope, the Consultant was able to guide the DHA through an exploratory phase of a trusted traveler program at a land border, implementation of another border management system and advance the business case and regulations to secure government funds for the following 5 years.
