Pacific Gateway Transportation Strategy

The Challenge

InterVISTAS Consulting, in partnership with Colledge Transportation, was engaged by the BC Ministry of Transportation and Infrastructure to update the Province’s Pacific Gateway Strategy. An update was required as there have been significant developments which has resulted in new market opportunities since the BC Ports Strategy (2005) and Pacific Gateway Action Plan (2006) were created and implemented.

Our Role

The work included extensive market research & analysis, industry consultations and workshops as input into the strategic plan development. A comprehensive review of market opportunities by sector (marine and air) and commodity (container, bulk, break-bulk, energy), along with different markets (air cargo, air passenger, cruise) was conducted. Specifically, this included:

  • Assessment of current and future market demand;
  • Review and evaluation of supply and capacity;
  • Consultation with industry leaders to identify key issues;
  • Development of Vision, goals and targets, estimated economic impact; and
  • Action Plan for implementation.

InterVISTAS designed and facilitated a major Pacific Gateway Symposium with industry leaders and government to gather input and buy-in for the strategy.


The plan has been rolled out by the BC Government for implementation in partnership with the Pacific Gateway Alliance which includes public and private sector industry partners.
