Worldwide International Summits on Aviation Safety & Security
InterVISTAS personnel designed the curriculum for the highly successful FAA-funded initiative to work with civil aviation authorities throughout the world on means of cooperating to achieve full compliance with ICAO aviation safety and security Standards. Working closely with the FAA, ICAO, and other governmental and multilateral agencies, the program ultimately brought together more than 450 senior officials from over 100 ICAO Member States to discuss strategies for the development of the laws, regulations, and infrastructure required of ICAO Member States. Training seminars for CAAs were conducted in Africa, Europe, the Middle East, Latin America and the Asia-Pacific region.

ASECNA: Cooperative Organizational Audit with ICAO
InterVISTAS was contracted by the Technical Cooperation Bureau ("TCB") of the International Civil Aviation Organization ("ICAO") to perform a complete operational and financial audit of L'Agence pour la Securite de la Navigation Aerienne en Afrique et a Madagascar ("ASCENA"), focusing on its infrastructure, policies, and ability to provide adequate operational oversight to civil aviation in West and Central Africa and Madagascar. Working closely with ICAO, and with senior government officials within ASECNA and its Member States, InterVISTAS is providing a complete and thorough audit of the organization’s financial and technical operations with a goal of improving operations and cooperation between ASECNA members, ensuring separation between operator and regulator, introducing SMS and enhancing governance.

Rwanda: Privatization Initiative for Rwandair Express
InterVISTAS was contracted by the International Finance Corporation (IFC) of the World Bank to provide strategic and technical consulting services in analyzing the structure, business practices and operations of Rwandair Express, with the aim of identifying potential strategic partners and investors for the airline. To this end, InterVISTAS analyzed prospective offers for PPP participation and modelled proposed fleet and route restructuring to maximize potential future profitability. Working closely with the IFC team and the Government of Rwanda, InterVISTAS also analyzed the regulatory and oversight infrastructure necessary to conduct regional operations, and provided reports on CAA capabilities and recommendations to meet ICAO Standards.

Botswana: Air Botswana Privatization Initiative
Working with the IFC, InterVISTAS supported an initiative to privatize Air Botswana. The InterVISTAS financial and regulatory team completed a financial and technical diagnostic assessment of the airline's value, provided fleet planning and financial analyses and supported execution of sale of the airline. Our team developed a set of modifications to the Botswana Air Transport Policy, provided input into an array of relevant analyses of the airline's operating, financial and strategic profile, and reviewed market trends and competition. InterVISTAS also analyzed Botswana's aviation laws and recommended a new legislative and regulatory regime for the aviation sector.

Afghanistan: Law & Regulatory Framework
InterVISTAS drafted the national civil aviation law and civil aviation regulations for the Ministry of Transportation of the Islamic Republic of Afghanistan, developed government policies to encourage and foster new airlines and private sector investment in Afghan civil aviation ventures, and developed guidelines and policies on air carrier privatization and competition.

Taiwan: Legislative & Regulatory Framework
InterVISTAS' regulatory consultants worked with the Civil Aeronautics Administration (CAA) to update Taiwan's civil aviation law and regulations to meet ICAO and FAA Standards. All aspects of the existing law were reviewed, including safety, security, accident investigation, and economic oversight of domestic and foreign air carriers. Our personnel also developed revised aviation regulations and recommended changes necessary to successfully pass safety and security audits by the FAA, ICAO, or other international or government agencies.
