Hartley Bay Airstrip Site Options Assessment

Washington, DC – InterVISTAS is pleased to announce the appointment of Buddy Anslinger as Vice President, Airline Network Strategy effective April 8th, 2013.
Mr. Anslinger began his career at Continental Airlines over 20 years ago, where he held positions in Airport Services, Alliances, Government Affairs, Scheduling, and Network Planning. He was most recently Managing Director, International Planning and Scheduling.
In the Planning and Scheduling areas where he spent more than 10 years, Mr. Anslinger held responsibility for the profitable direction of over 600 aircraft throughout North America, Latin America, Europe, and Asia. In this role, he oversaw the transformation of the airline’s network from a primarily domestic focus to a balanced global operation, with service added to over 50 U.S. cities and 70 international destinations.
After leaving Continental in 2009, Buddy joined e-Rewards in the capacity of Vice-President of Marketing and Business Development, where he helped to double the size of the company and support its expansion into 38 countries world-wide.
Mr. Anslinger attended Texas A&M University, where he earned a Bachelor’s degree in Industrial Engineering and a Master’s of Business Administration.

The new terminal at Queen Alia Airport (QAIA) in Jordan welcomed the first live test flight at 10:00 AM on Sunday, March 3, 2013, to Sharm Al Sheikh in Egypt. Others will follow until the full migration to the new terminal is completed on the evening of March 21, 2013. This opening marks the completion of a first phase of the development of the new terminal at the airport in Amman. The QAIA project is listed among the TOP 40 PPP projects with top “Gold” recognition in Emerging Partnerships!

Deborah Meehan has over 30 years of experience in aviation consulting and has been a trusted advisor to senior management at airports and airlines due to her expertise in airport planning, demand forecasts and the strategies airlines employ to serve airports.
She is the former President and Chief Operating Officer of SH&E (1999-2011), a leading aviation consulting firm, now ICF SH&E. Over the years, Ms. Meehan has worked closely with the U.S. airport community, advising senior management at many of the world’s major airports, including Boston, Miami, Los Angeles, New York, Philadelphia, Baltimore, Atlanta, Denver, San Diego, Dallas/Fort Worth, Calgary, Houston, Edmonton, Athens, Greece, London Luton and Hong Kong.
Ms. Meehan’s strength is her knowledge of airports, the counsel she provides to senior level executives and her understanding of the global aviation industry. As a former President of the Airport Consultant Council (1989) and Associate Board Member of ACI (2008 to 2010), Ms. Meehan’s professional network extends to airports, airlines, consultants, financial institutions and suppliers.

Princess Juliana International Airport Concession Plan and Tender Support
Princess Juliana International Airport Operating Company (PJIAE) together with InterVISTAS Consulting Group has developed an ambitious concession plan to increase passenger satisfaction, concessionaire sales and airport income. The project includes a major overhaul of the existing programme and features a walkthrough duty-free store and a central food court. The airport currently has 22 retail and seven food & beverage concessions pre- and post-security.
Princess Juliana International Airport hosted 1.6 million passengers in 2011, it is the second-largest airport in the Caribbean. Since 2005 the airport operates a state-of-the-art terminal on the southern Dutch-speaking part of the island, which is shared with the French St. Martin.
The new concession programme will be publicly tendered in a two-phase process. An Expression of Interest phase will run from January 8-24, 2013. A Request for Proposal phase with short-listed candidates will follow from February 5 to March 25, 2013 with details to be confirmed.
Municipality of Delta receives $10 million to Dredge Ladner Harbour
December 18, 2012InterVISTAS completed a Multiple Accounts Evaluation (MAE) for the Municipality of Delta, B.C. explaining the socio-economic value of dredging Ladner Harbour and associated waterways. On December 17, 2012, the federal and provincial governments, Port Metro Vancouver, the municipality of Richmond and Delta, announced $10 million in funding to dredge channels in the lower Fraser River, including channels near Steveston, B.C. InterVISTAS’ client, Delta, regards this as a significant success based on past experiences.
New Bulk Terminal at Port of Prescott Complete and Operational
The Port of Prescott received its first shipment on its new $36 million bulk terminal earlier in December 2012. InterVISTAS had prepared the business case for the port in 2008, which was used to obtain over $20 million in matching federal and provincial funding. The terminal was completed this fall.
The Port of Prescott is in Ontario on the St. Lawrence Seaway and ships and receives bulk products including grain and salt.

Winnipeg Airports Authority Route Forecasts and Business Case for New Air Service

InterVISTAS Report Published by the U.S. Transportation Research Board (ACRP Report 76)

The Transportation Research Board has published a report by InterVISTAS Consulting Inc. and HDR Inc. on how airports should make decisions when faced with uncertainty about future traffic levels. The report provides a methodology which enables airports to better understand and manage risk and uncertainty in future traffic development and its implications for capital programs
Airports have been impacted by unexpected changes in airport activity levels resulting from economic conditions, airline industry restructuring, terrorism and natural disasters. This report acts as a guidebook on how to develop air traffic forecasts in the face of a broad range of uncertainties. It also provides a methodology to augment standard master planning and strategic planning approaches with tools to directly address the presence of risk and uncertainty and to incorporate risk mitigation measures in airport decision making.
The report was motivated by questions being raised in the airport industry regarding the ability of traditional forecasting techniques to produce reliable estimates of airport traffic levels, and concerns as to whether airport planning approaches were providing meaningful guidance to airport decision makers in an era of increasing risk and uncertainty. A key theme of the report is the need to develop better forecasts which are more explicit in identifying uncertainty in future airport traffic levels, and then to utilise flexible master and strategic planning techniques. Forecasting must take into consideration what can happen in addition to what is most likely to happen. Many existing planning processes focus primarily on the latter, which can result in capital programs that inadvertently expose the airport to considerable risk.
In commenting on the report, MIT Professor Richard de Neufville (author of Flexibility in Engineering Design) stated:
“This report is a path-breaking contribution to the field of airport planning and decision-making. It provides clear guidelines and procedures for addressing the evident reality that forecasts are unreliable, and therefore that we need to develop flexible plans that can adjust smoothly to actual events and trends.”

Toronto Port Authority and Toronto Board of Trade Jointly Release InterVISTAS Economic Impact Report
The Toronto Port Authority and the Toronto Board of Trade jointly released an InterVISTAS Economic Impact Report at a press release conference. The report on Billy Bishop Airport showed that the quickly growing airport generated 1,700 direct jobs, $74 million in direct wages and $200 million in direct GDP.
Metropolitan Airport Authority of Peoria Air Service Development Contract
InterVISTAS is awarded a contract by the Metropolitan Airport Authority of Peoria (“MAAP”), which operates Peoria International Airport, to analyze the economic, demographic, passenger and fare data from Peoria and the surrounding region. The Frontier Centre for Public Policy released a study on 23 August 2012 titled ‘Airport Policy in Canada’, and the Centre used the headline ‘Time to Privatise Canada’s Airports’ in its press release. The study was authored by Ms. Mary Jane Bennett. Ms. Bennett, a lawyer and former board member of the Canadian Transportation Agency, was an associate consultant with InterVISTAS in the past. She is not currently an associate or contractor with InterVISTAS. InterVISTAS did not conduct the study and did not participate in the study. The report reflects the independent views of Ms. Bennett and not those of InterVISTAS, as is clearly stated in the study.

InterVISTAS congratulates our clients, the Rhode Island Airport Corporation and the Puerto Rico Tourism Company, on securing one of the 2012 U.S. Department of Transportation Small Community Air Service Program grants after a competitive process (33 grants selected out of 61 applications). The new federal grant will support Cape Air introducing new complimentary seasonal service into Block Island, RI and Culebra, PR aboard new aircraft. In selecting the grant, which was supported by InterVISTAS, the U.S. DOT noted that “the project aligns with the innovation secondary criterion because the project targets an innovative solution by the Consortium to gain air service by sharing a revenue guarantee and working together with Cape Air to gain alternating seasonal service“.

March 23, 2012The Croatian government has awarded a €324 million (US$423 million) concession contract for the construction of a new terminal at Zagreb Airport to the Zagreb Airport International Company (ZAIC) consortium. InterVISTAS acted as the transaction advisor to the deal which will lead to a new terminal capable of handling 5 million passengers per year (up from 2 million). US-India Aviation Symposium
December 20, 2011InterVISTAS (IVC) played an integral role on a team that was selected by the U.S. Trade & Development Agency (USTDA) to plan and conduct the U.S. -India Aviation Symposium held in New Delhi in November 2011. IVC worked closely with the prime contractor, the Business Council for International Understanding (BCIU), to gather project information, evaluate projects, identify the delegates and meet with government and private sector officials and financiers in the region. IVC also had a key role in planning and executing the symposium including identifying speakers and panel members. IVC’s Emre Serpen and George Novak moderated panels on general aviation and air cargo opportunities in India, respectively.

Hans Mohrmann’s team undertook the due diligence, proved the feasibility and structured the deal and process which will lead to the awarding of the concession to construct a new passenger terminal at Zagreb Airport. Croatia’s State Secretary for Infrastructure at the Transport and Infrastructure Ministry, Tomislav Mihotic, said on Monday that the bid submitted by the French consortium Zagreb Airport International Company (ZAIC) is extremely good and, if adopted, Croatia will get hundreds of millions of euros in concession fees. June 1, 2010InterVISTAS (under the name Innova Aviation, which merged with InterVISTAS in 2009) was one of the team members advising on the transaction that led to a French-Turkish consortium, Limak-Aeroport de Lyon, winning the bid for a $126 million (100 million Euros) contract to run Kosovo’s only commercial airport, Prishtina International Airport (PRN), for the next 20 years.

In the May edition of On the Move, a newsletter put out by Initiatives Prince George, IPG has an article on its inland port and the benefits it is having through enhanced trade for northern BC. The article refers to the 2006 Northern BC Container Opportunities Study conducted by InterVISTAS Consulting. IPG notes the study recognized the opportunities that existed and that CN opened an intermodal facility in 2007. It also notes that the study projected the economic impact of the inland port and ends off by saying, “Projected regional economic impacts from this northern inland container port that were identified in 2006 appear to be very much on-target.”
